So in order to edit Picture details on your Samsung device do the following.
1.Take a picture or Find a existing one and open it on your Samsung phone.
2.Click the three dots lower right.
3.Select details.
4.Click edit and you can change :Date,Time,Location and file name.
5.Save when finished.
